I have been trying to charge up my new phone not using the mains or PC adaptor but with a solar pv charger. It refused!!
 
 I had to take the battery out of the phone and charge with a solar panel - no problem.
It is very easy and cheap ($3) to assemble a small solar charger for a mobile (cell) phone battery!
Charging is quicker if a supplementary battery is charged first. Ask me for details.
 
Some of the latest mobile phones are not chargeable directly except by the original (supplied) mains adaptor. 
A signal is used to initiate charging and so as to prevent other chargers being used - other than the phone makers own solar charger!
 You will soon find it impossible to charge a new phone unless you take out its battery!
As Li-ion batteries have in-built voltage control overcharging is unlikely!

By introducing a handshake between the charger and handset, handsets can authenticate the battery charger as a known and trusted source.  If the charger is not recognized, then the handset can notify the user that the accessory is not supported. By utilizing communication protocols between chargers and batteries, manufacturers can prevent non-authorized chargers from providing too much current to devices.

Perhaps you have a friend with a bank a/c and a Card?
If you can trust your post office to deliver you can buy goods at a fraction of local prices!
