I'd like to expand Alero's observation about "those able to communicate their needs". For people with IDs in rural communities, the dice is heavily loaded against them, and when you consider that over half of 140 Million Nigerians live in such un-served, underserved communities, you begin to get an idea of the scale of the problem. Fantsuam Foundation's Mission is the elimination of poverty and DISADVANTAGE through integrated development programs (www.fanstuam.org). This has led us into undertaking baseline audit of disabilities in our host rural communities and a staggering 37% of households have one+ member who is disabled or has a disabling illness. Support for disabled people  within the agriculture sector is a particularly neglected area. With 20% of world population having a disability, and 80% of those are found in the developing world, where subsistence farming is a predominant form of livelihood, this stands as a an area that must be addressed with some urgency. 

This is why for us the CBR guidelines, if it will address issues of quality of life, it must address participation of people with disabilities, especially people with ID, within the subsistent agricultural economy where they live
